The Football Association will decide on Monday whether to take action against clubs who break new Fifa rules by using over six substitutes in friendlies.

FIFA have confirmed that the FA can allow an unlimited number of substitutions for domestic friendly matches and that the new ruling only applies to international friendlies from the 1st July 2004.
