The Deva Stadium club are thought to have made an offer of £125,000 for the former Everton player, who joined the Championship side for a nominal fee in the summer of 2003.
The 24-year-old (pictured) has struggled to have a regular run in Ian Holloway's side, with just seven appearances in all competitions this season.
QPR have yet to respond to Chester's bid, as Ian Rush's side look to strengthen their squad for the season run-in.
Chester are also thought to have contacted Conference club Morecambe regarding the availability of former striker Michael Twiss.
Meanwhile, one player that has left Loftus Road is midfielder Wes Daly.
QPR terminated the 20-year-old's contract by mutual consent after he failed to make an impact, having made just 11 appearances in his time at the club.
Daly spent the early part of this season on loan with Scottish First Division club Raith Rovers before deciding to move this week for pastures new.
