I suspect it is some sort of throttle control to prevent the server being overloaded when lot's of people are posting at once.

It's to stop people from spaming in topics all the time and as Mad Cyril says it also eases the pressure on the server.

It's only set to 25 seconds anyway and if you can't go that long without posting you need help!
