So basically traders fear competition.

What does the bloke who runs the Teddybear shop think is going to open over there that will stop him selling teddies?

As said in the previous thread, Leisure/retail parks serve a different purpose than high streets. If I want to go general shopping or Xmas Shopping I go to the High Street, If I want to buy a washing machine I go to a retail park.
