Tracey Crouch Review of Football Governence

As you will be aware Tracey Crouch MP ( Chatham ) and former Minister of Sport is conducting the review into Football Governance. On the 22nd July she wrote to the current Sports Minister Oliver Dowden setting out her interim findings and likely recommendations

She has been working over the summer to conclude her review and make final recommendations which Dowden can determine to take to Parliamentary approval

Her key findings and Headlines are as follows

1. An Independent Regulator and body to be set up URGENTLY

to oversee Financial REGULATIONS AND REAL TIME financial monitoring

REGULATE AND OVERVIEW Corporate Governence and OWNERSHIP, ENSURING MINIMUM GOVERNENCE ARRANGEMENT STANDARDS

2, Revised Corporate OWNER and DIRECTOR Tests ( could be retrospective RON ) On an Initial AND ongoing basis

3. The likelihood of a LICENCE model to ENSURE better fan engagement and VETO Powers

especially as clubs have lost rights to their Home Grounds, badges, Colours, locations and Competitions

4. GOLDEN SHARES. Effectively this means having a greater share in the club, via the above potential vetos and oversight. This would be given to formal SUPPORTERS TRUSTS, and also backed up by additional
legal protection around assets of Commercial value. Actual shares have also not been ruled out

5. A MANDATE about greater TRANSPARENCY AND fan involvement and consultation on key issues

6 CLUB Directors to be removed from Boards of EFL and NATIONAL league to be replaced by Independent Directors.

7. URGENT REFORM of the NATIONAL LEAGUE Board and Voting structures and a move to incorporate the top league into the EFL. Non Executive Directors to be appointed to Boards and far greater involvement and say on Clubs Boards. Fans are under represented and this needs to be addresses

10. FA and EFL to review revenue streams especially with regard to lower leagues

11, Review of parachute payments and greater flexibility around all weather pitches ,

Her other comments...............


" Football clubs play a critical social, civic and cultural role in their local Communities and need to be protected, sometimes from their OWNERS , WHO ARE SIMPLY THE CURRENT CUSTODIANS of a Community asset " Fans are forever

" Football Clubs should not be immune from ordinary financial controls, checks and balances and behaviours that are good practices" There has been Poor financial controls and reckless behaviour by owners ( THAT LEAVES FANS BEREFT and Communities decimated, and LOCAL AUTHORITIES unwilling to INTERVENE

"C ONSISTENT LOSSES ARE UNSUSTAINABLE at a time when the Revenues are growing at record levels ( I assume she means further up the food chain )

The current REGULATORY framework is not working and Football Authorities have lost the trust and confidence of fans as have clubs, The Authorities have had multiple opportunities to reform but often have different views, with No single unified view from the football league

Neither have GOVERNENCE Structures delivered on EQUALITY, DIVERSITY AND INCLUSION

FANS ARE UNDER=REPRESENTED AND i AM WORKING TO REDRESS THIS

Coming your way Ron, better keep the Zoom meetings up , change the Board sharpish to get a few Brownie points ,and get your plans through quickly before the new tests are all, applied, Oh and outline just how much The Football club will benefit in detail

By all means write a letter, but consultation finished over two months ago, unfortunately.

The final report is due out by the end of this month, and if she sticks largely to the list set out above the likelihood is that legislation will be needed.

The implications for Supporters Trusts are enormous, if she vests veto type powers in them covering the issues listed. Bust also in terms of being better at scrutiny and challenge, being prepared to whistleblow and so on.

Hopefully the new regulator will have very broadly drawn powers (perhaps of the Henry VIII variety) and at Blackpool we advocated that its remit should be over clubs in the EPL, EFL, NL and some aspects of the FA's operations and governance.

They also need to look at the current financial distribution model, which is obscenely unbalanced.

Tracey Crouch is our local MP and although the evidence taking is over, I have found her very approachable

She is very impressive Barry, on what little contact I have had with her so far.
