Man City operate within the rules, albeit by having massive sponsorship deals from their owners. PSG are struggling to keep within FFP rules which is why they could only loan Mbappe with am agreement to buy and why there are rumours of Neymar being shipped out.

Must say it is poor from Milan with the financial clout of Berlesconi, who could easily bankroll a sponsorship to avoid the massive loss of revenue 2 yrs out of Europe will cost them. Very bad financial management. I don't think the same can be said for Man City and PSG, they both seem to know what they can and cant do to stay within the FFP regulations.
 
Berlusconi sold up last year for 740m Euros after owning the club for 31 years. The decision is being appealed and there's now interest from the US to buy out current Chinese owner Yonghong Li.

as expected...if you look at how Italian teams have cheated and got away with things. over decades 60s 70s..it makes the Germans look amateurish
