It was, quite obviously, a deliberate "choice of words". Otherwise I agree with what you say.It's kept his name in the news cycle but he's clearly finished as a potential Tory party leader.

Absolutely. I meant from "our" perspective, he obviously chose them to be as deliberately emotive as possible.
