What are they building where the underpass was that is now closed (underneath newlook)

I saw something coming to form from the top window of the cinema the other day, but couldnt quite make out what it was supposed to be.

Anyone on the inside have any idea, or any pretty 'artists impressions' they could post?

looks like a good idea to me. It'll link SEEC and Southend Victoria much more with the town centre.
 
shared space paving may be suitable for the seafront (and only just about), but in the victoria circus vacinity with that amount of traffic is just pure madness!
 
I'll miss the smell of stale urine that seemed to be perpetual in the Deeping, I used to have to change buses there on my way home from school.
 
of course, back in those days buses were formed of a horse and a cart
