They are going to have dna labs running just to identify which dog did a poo?!

I think the idea is more of a deterrent. Apparently in the areas its been tried, dog **** on the street has pretty much disappeared.

I heard there was also an idea to do spot checks on people with dogs in public to check that they had bags with them. If they didn't then they also get a fine.

Personally I think that if a dog ***** on the floor and it isn't put in a bag, or if it mauls a child, then the owner should be punished as if they themselves had done it.

Along the same lines, dog's IMO can, and should, be treated as weapons under some circumstances. I have seen groups of heavies (allegedly operating as bouncers) try to control a crowd - which I was not part of - with slavering, snarling dogs on the ends of their leads. How is that different to them standing there casually swinging a baseball bat or knuckleduster? The implied threat is exactly the same, and in fact more overtly expressed with the dogs.
