How to put more companies out of business

Anything to grab a bit more money. If we need to leave any vehicles outside work, we used to park them with 2 wheels on the very wide pavement so as not to cause an obstruction and hold up traffic.
The Council now have a woman driving round in a smart car with a camera on. After two £60 quid fines, we now park them in the road rather than with wheels on the pavement. Perfectly legal, dont get any fines, but it just causes a hideous traffic jam.

What happened to common sense?.
