I can't work out if he is trying to say we are all that is good about the English or not?!

Just seems an odd random choice.
 
It is random rather than pointed at us. He's bemused by the hysterical over-reaction to England's defeat and using us an example of how everyday supporters are used to defeat and don't make a fuss over it. He could just as easily have said Gillingham, Barnet, Torquay, Grimsby, Darlington, Sheffield Wednesday, etc., but probably just scanned the tables and picked the first relegated side he looked at.
