I think the word "emergency" is just being used by the FA so that FIFA & UEFA don't cause any trouble.

Hasn't this topic been raised before and wasn't someone goin to look into the true FA definiton of loan signings after the transfer window?

I had a very quick look yesterday as I didn't have much time and couldn't really find anything. Could be because I was looking in the wrong place!
