Maybe Luton council haven't just sold a large town centre car park called the Seaway that they are more interested in developing.
May be Luton councillors have to think twice about refusal, where as in Southend saying no is always the safest option due to the apathy of the locals.

It is a shame but often when you see the comments on sites like the Echo on stories regarding the new stadium it is a sort of "Southend isn't a football town, it isn't important, stop thinking they are". Which basically says it all
