With RH being sub level, it's going to take a lot of work to get it level with the surrounding area.
 
This phase isn't the problem, it's affordable housing which the Council (Council project) will sign off with ease.

The plans for Roots Hall actually depend on it NOT being level.
Building at or around pitch level would enable extra storeys to stand level with the existing roof heights of buildings in Roots Hall Drive and St Mary's Court, that gives the numbers of units to make the site viable at a relatively low level to the surrounding topography. The current buildings in Roots Hall Drive are 3/4 storeys with 3 storeys above the South Stand roof...
