Planning Updates- All The Latest Details. 28/03/2022

yes - but my point was we've had full planning permission granted before - and Ron didn't sell then.
But wont sell until the new ground is finished .Then and only then is he saying he will be going .Only time will tell .
 
I have been browsing the results of the most recent housing delivery test. Southend-on-sea is dead last in meeting their housing needs with only 31%. No surpise this much needed development got approved and interested to see what action is taken to improve the score moving forward.
 
I note the agreed expiry date on the website has now changed to 28 Feb 2022 (I think previously it was 31 Jan 2022).

Also one 'new' document posted. I'm not sure this is actually new, just new to the council website perhaps. Can't post the pdf here - as at 11mb it's too large - but here's an image instead

The temporary training ground application now has a agreed expiry date of 18 Feb 2022. The application was supposed to be decided, under the statutory 21 days pre-christmas!#

A number of new documents since I last looked with the club's consultants responding to the 'issues' raised by the statutory consultees - such as the council parks department wanting a permanent soft landscaped car park for the temporary facility - it seems some of the consultees haven't understood the application, or link it to the end game with some of the final parking facilities being in Rochford council area.
 
I notice that the image shows a hotel within the 3 sided phase 1 construction and ‘Stadium Units (Residential)’ in the 4th side. I always thought the plans were for a hotel to be included in the 4th side to compliment any conference facilities. I also thought the hotel idea was now dead. This image must be old.

As far as the application to build temporary training facilities, the clue is in the title. Why don’t the planning officers just get it sorted and get the whole thing moving.

These housing delivery figures are absolutely woeful . I don't think it will be long now before councillors get exasperated by the situation and decide that the homes will have to be built whilst the stadium project is put on hold . The government agency, Homes England, is not going to hand over any loan monies anytime soon so beyond a limited degree of progress on sorting out the temporary training ground there is not much hope of spades hitting the ground in respect of the stadium build until early 2023 at the earliest . The new homes are much more important than the stadium as far as the council is concerned .Perhaps Ron will decide to sell out so he can at least make a profit on the deal and repay all his borrowings which must be considerable - perhaps as high as £20m.

I'm not sure the stadium is slowing down the housing development, the planning for the stadium is way ahead of the housing - infact the new stadium is needed to free up the land at Roots Hall for housing - it's all interlinked

I thought it was contractually agreed that work at Roots Hall couldn’t begin until we’re in our new stadium.

A lot of the problems do in fact go back to a previous era . There are all the aborted costs of schemes that did not come to fruition and in particular the buying out of the Sainsburys interest cost many millions of pounds . Added to that there are all the losses that Ron has to meet to keep our club solvent . Then he has been faced with all the cost of buying up all the rest of the land at Fossetts that he does not own .His company balance sheet has taken a big hit and is not so strong as it once was . The government-backed loan was just so important but things seem to have reached an impasse until tax problems can be sorted out . That's why I think if he could just get all those planning consents in place a big house- builder might just see an opportunity to step in and buy him out . Of course whether Ron would accept an offer we don't know. I suppose it would just come down to how big that offer would be .
 
This is the latest schedule of works for Fossetts Farm. (Although the start date of Autumn 2021 has slipped a bit).

As I understand it Roots Hall will be developed for housing once the temporary training ground and the three sided stadium has been built and the club moved over to Fossetts Farm.

This Fossetts Farm part of the development will be funded by a £30million loan from Homes England to Roots Hall Limited, the firm behind the development, alongside Thames Plaza.

The Main Stand with Hotel will then be built later but is "Subject to Funding being available".

Do you have any inside knowledge of this? It's not clear to me that his court case and the funding are linked.
 
Any decision made by a government agency needs to be taken with that in mind. It would be quite irresponsible to act otherwise .Public money needs to be protected and so the structure of any loan must achieve that purpose.

Yes , but don't forget that the project delivery document that the Big Dady referred to a bit earlier did say that the loan was due to be paid over by 30th November 2021 . I know for sure that the loan has not yet been paid over - so that information was completely wrong . The loan process is being held up . I rather suspect that the government agency wants to see a lot more by way of the club's financial position . Our accounts never to seem to be prepared on time and Ron is probably running around like a headless chicken to get Patrick to get this sorted . All these things take a lot of time to get done because these government agencies will want everything to be squeaky clean before a cheque for £30m is released. Don't expect to see it anytime soon and perhaps never . It also said the loan was subject to satisfactory planning permission. Planning permission has not yet been granted.


The loan is not to the football club, so not entirely sure the timeliness of our accounts is key.

Firstly the loan isn't to the club.

Secondly, why are posh houses okay but homes for people that need them not okay? I'm by no means a socialist but there is a massive imbalance in society of the boomers having bought houses for real costs that were far far lower than the same property now. Even to the point of hoovering up houses on by to rent mortgages and increasing the cost of living for everyone.

They are also living on final salary pensions well beyond the dreams of what anyone under the age of 45 is ever likely to recieve
 
Be interesting to see how the loan from Homes England does play out. Hopefully it can be fully secured and we can crack on.

Ron will already be aware if his possible crimes have created a difficult position and the impact that could have on the potential loan. And I am sure he will be considering other options IF required
