i'm no expert, but I would have thought that's a standard catch-all isn't it? Reserving the right for some other authority to prosecute if they thought something had been missed.

I would call it covering their arses.

How can Ron be released when he wasn't actually held? Reading the article, Ron attended Cheltenham Police station voluntarily so was no more "released by the police" yesterday than you and I were.

They said on Southend radio that if there was any future prosecution that it would not involve Ron Martin. The police rep they had on from Gloucester said that his bail had also been cancelled.
