Got this on a members only site I post on. Guy works for the Underground, says this is the plan, but may change.
1) This is the plan that timetables came up with, tomorrow the network will still be under the control of the emergency repsonse team, so you can count on this not being the actual timetable
(2) TfL doesn't publish this information, and one of the reasons they do so is because it's not 100% reliable (or even close). You should still check the proper channels of http://www.tfl.gov.uk and the BBC transport news before setting out for your journey tomorrow or in the future.
BUT, maybe you're interested in knowing this anyway.
Most lines will be capable of resuming normal service, so Bakerloo, Jubilee, Northern, Victoria, W&C,
East London lines will probably be running a good service. Central has a good chance of running a good service but with no interchange at Liverpool st.
The Metropolitan line will have a good service north of Baker St, and nothing south of that.
No service on the Hammersmith & City line or the Circle line.
Piccadilly line and District line look much dodgier. When they do resume a service, the Picc will run trains approx every 7 minutes from Heathrow to Hyde Park Corner, and a similar shuttle service from Cockfosters to Arnos Grove or somewhere around there.
District line will run services from Richmond, Wimbledon and maybe Ealing to Tower Hill and Mansion House - frequency of every 4 mins from Earl's Court to Mansion House. Wimbledon trains will also head north to High St Ken. There'll be a service from Upminster to Whitechapel, but no service between Whitechapel and Tower Hill.
