Question What are those tall white concrete things on the seafront?

Made one of my rare trips down to Southend at the weekend and noticed about half a dozen very tall white concrete things on the seafront that stand out like a sore thumb. How long have they been there? What are they for?
 
I think the council have done a good job on the seafront.
 
Not a patch on the old seafront illuminations though probably cost about 10 times as much!
