I don't like it. You're almost incentivising the issue by making it philanthropic.

Philosophically, you can't give offenders a choice of punishment. Otherwise they'd take the easy option, which this is. I would make car parks free at all times and tax the businesses.

But hey, lets see how this works.

Make the car parks free is good for shops but crap if they get filled by commuters going up London.
And do failing struggling high street retailers want more tax?

Bit harsh mate. It’s just an idea on how to generate some grub for those who’ll go hungry over the festive periods.

It’s not as if murderers and nonces will get the option, it’s for people who park on double yellows, to nip in the offy and grab some fags - or the American equivalent.

And It’s not really a choice of punishment per se. The amount of food they have to donate, has to be the same monetary equivalent as the fine is/would have been. So, a $100 fine would need them to donate $100 worth of food.

Making car parks free isn’t the problem. It’s making enough car parks to suit the demand.

so make the car parks free that aren't near a station. Our town's car parks are free on certain weekends and the shops are rammed. A tiny bit of tax on shopkeepers if there's guaranteed footfall? Yes.

From what I have read, the Vegas council have done similar fine-alternatives since 2016.

Earlier in the year, the profits from the same violations went towards buying school supplies for those who were most in need.

Struggling to find any decent information to show how successful it was/wasn’t.

Thinking out loud a bit here, but how much do our local councils make from parking fines (on average) and where do those funds go?

I assume it’s only a nominal fee, but that could be a massive difference to a family in poverty

From my experience in the US then paying a fine in diet pills would be my choice.
 
Another successful morning selling at Leigh Station Boot Sale, was worth getting up at 5am ( but very damp till around 9.30 ).
Now some of the 'big ones' like Dunton are closed for winter, it was absolutely packed today. Est 150+ cars/vans all selling their wares.
 
Happy, not really but my ex-boss has gained Fellowship of the Institute of Mathematics...and its HQ is in Southend.
