Anyone know what happens to all these fines collected, there seems to be some pretty big figures being accumulated.

Basically the Treasury.

I think some of it maybe knocked off the amount regulated institutions are charged in order to be allowed to do business, but essentially it goes to the Treasury. Cameron as part of his Big Society thing did commit to pass a certain amount of this onto charity.
