Call me a cynic, but the way that is worded gives me the impression that the police don't expect the CPS to go ahead. It's almost like they're saying, "we've done all we can do, it's now up to them".

No, I think this is just what happens. The police do their bit to the best of their ability, whatever it is and whoever it is, and the CPS make the call as to whether to prosecute or not.
