Tonights Echo 'Change to Stadium plans' page 11. Revised planning permission to be submitted, the number of retail and leisure units to be reduced due to the current economic situation. It also mentions again the sale of Boots and Laces training ground to the football club? I never knew it was owned by the Council in the first place.
Council planning meeting will be brought forward so it still should allow work to start in the summer.
Must admit, I thought the Club purchased Boots and Laces after it was the Access Sports and Social Club, maybe it was never actually owned by Access either, just leased.

look under the title cabinet special meeting 1730hrs all items are on there
could not finf wether the council have given the green light
I don't think the club as an entity ever purchased it. I know B&L was owned by the council in the recent past, and I was never under the impression that the club had sought to buy it.
Taken from a report at last nights council meeting:
The Council owns the freehold of the Training Ground at Fossetts Farm which is shown by hatching on the plan at Appendix 1 and comprises just over 10 acres.
However, there are covenants on the Council’s freehold title which restrict its use to playing fields and ancillary uses. The benefit of these freehold covenants is vested in Tribeca Property Southend Company Limited (‘Tribeca’), which is a company owned by Mezcal Investments Limited (‘Mezcal’).
The Council has leased the Training Ground for the use of Southend United FC. This lease still has some 63 years to run. The actual lease is held by South East Leisure UK Limited (SEL), and SEL own 100% of Roots Hall Limited and 76% of Southend United FC. SEL is a company owned 50% by Mezcal and 50% by Martin Dawn plc.
3.2 The site for the proposed new stadium at Fossetts Farm
Immediately to the north of the Training Ground is a 20 acre piece of land which Southend United FC proposes to develop for a new stadium, in conjunction with enabling retail development on the Training Ground. This stadium land is owned by Tribeca.
interesting stuff, gives an indication on how the ownership of SUFC/Roots Hall/SEL is set up

Tribeca bought Delancey estates PLC in 2001 which does appears to have been a transfer into private ownership
Jamie Ritblat (one of those who told RM to can John Main) is listed as one of the contacts at Tribeca , but he his also the main man at delancy
From the Times dec 07 http://business.timesonline.co.uk/tol/business/movers_and_shakers/article3060140.ece
After schooling at Eton and then dropping out of Bristol University,Jamie Ritblat started out at Michael Laurie & Partners, a property agency. He joined British Land and joined the board in 1993, but left two years later to set up shop on his own, with backing from his father and George Soros’s Quantum fund. The firm eventually morphed into Delancey and was floated on the London Stock Exchange in 1998.
Mr Ritblat, with backing from Royal Bank of Scotland, took the company private in the spring of 2001 for £264 million after becoming frustrated with the value being put on property stocks at the time.
So basically, having bought SEL out from Delancey back in 2007 Ron is still dependent on Delancey for the new stadium as they own the land we want to build it on !
