It would depend on staffing (cateing/stewarding, ect,) and policing numbers that have been set up in order to facilitate running a safe event.I'd love to know the science behind this 17,500 number as it seems completely arbitrary.

I didn't see any communication for tickets to Rochdale or Forest Green that specifically mentioned these Shareholder rights so I guess even though quoted in trust liason minutes it was overlooked again.
All I'm saying is perhaps this needs an overhaul. It was a scheme operated under the previous owner with a track record of delivery on his promises. It only takes 75% of the ownership (which COSU holds around 90% (ish)) to amend voting rights on shares.
Possibly better to have a "Club 1906" where each year you have a membership of say £10 which is ringfenced for spend into a particular area of the club. This then allows for priority within a set order to cup games, difficult away allocations etc

TFL would have arranged these works months in advance. The NL should have negotiated properly but naively they probably thought FGR would be there so weren't worried about a reduced capacity.
