Failure to comply should lead to punishment, but when the defined or undefined penalties are applied they should never be allowed to continue, be it in the short term or longer, if they are posing a risk to player well being either mental or physical. The National League lack of intervention in the interest of player welfare in extenuating circumstances is negligence in nature and amateur in its set up to say the least in my opinion.
