If that is how you read it, you could also read it as the deal already in place, I doubt they would give too much details out regarding that aspect of things.
My point being there was no chance of the build starting a couple of months ago if the funding hasn't even been agreed.

It says the funding is on the table? I'm not sure how you have read that its not in place?

The funding can only be formally put in place against the final plans (and we are now seeking very sensible amendments that will go through pretty quickly under delegated powers I would imagine). Then the funding arrangements can be formalised. We can't sign up to a formal agreement on the funding and then change what we are building it doesn't work like that ..regrettably..
 
In my experience builders saying they are on site should always be confirmed with a personal vist.

You're probably right, I correct myself, I wouldn't believe it untill it's built ;) I'd probably be dead before it happens.
