No, it didn't. It quite clearly states in the article it is part of a project totalling £400,000 and not just £400,000 for the sign only.

Perhaps the district council should be derided more their actions at the back end of last year. They resurfaced 12 netball courts, laudable enough, which also cost £400,000, but then dug up the car park surrounding the courts to prevent players from getting to them.
