Latest Letter from Uncle Ron

Got the latest (3rd so far) letter from Uncle Ron this morning. He is 'pleased to let you know that the Club has recieved a positive reaction to its proposed new stadium plans'. He also encloses a fantastic new pic of one of the sides of the stadium. Most importantly, he encloses information about the importance of planning permission being granted from Rochford District Council and urges us to write in.

Good work Ron, and good news so far.

This is what the letter says (the last paragraph):

'Because the applications are linked it is hugely important that Rochford Council understand the support you are giving this project and could I therfore please ask you to write to Rochford District Council as soon as convenient to register your views. Letters should be addressed as follows:'

Rochford District Council
Council Offices
Rochford
Essex
SS4 1BW

Attn. Mr Scrutton, Head of Planning and Transportation

If this is it, there could be an issue:

"Application Invalid on Receipt"

That's the one Spiff..

If you click on the associated documents tab, and look at the consultation letters, it looks as though they are recommending an Archialogical survey be undertaken..

they've already been done. God, I never beleived any council could be as incompetent at Southend but I think Rochford is about to show us.

Has it?

For the land earmarked for the new training facilities, which falls under RDC jurisdiction, not SBC?

I know it has been done for the stadium site itself...

Typical isn't it. That report has been lying around the house for ages and I can't find it. As far as i can remember it does cover Smithers farm but I may be wrong but they did not do excavations on the whole site only the enclosure, which showed no evidence of habitation (the theory is they herded their cattle there) The conclusion however is that the site is not of any real archaelogical importance. As the club are keeping the circular bank untouched which is the really interesting thing I think it's a delaying tactic by the council.

They arent allowed to use delaying tactics without good, specific reasons - if the Archaeological team's recommendation was to only do excavations on a certain part of the site then Rochford Council are not at liberty to delay for this reason - and if they do delay they have to give a valid reason, otherwise the Club can appeal and I would hope they could potentially sue if damage or cost is borne by the Club as a result of an unreasonable delay...

I am lurking just beneath the surface as usual.

It appears that the application has not been validated yet, so I would suggest that we wait until it is validated before writing in - it says on the Rochford Council website that it is not possible to comment on the application.

The fact that the application has not been validated does not mean that any view has been formed by Rochford regarding the application, it simply means that not enough information has been submitted with the application for it to be determined. This should not be seen as incompetence by Rochford Council, they are just fulfilling their statutory requirements. When an application is not validated any incompetence is, dare I say it, more likely to be from those submitting the application ! However, it does not seem to be a problem that cannot be resolved judging from the information on the Council's website.

The main point in favour of the application is that if the stadium development goes ahead it makes clear sense for the training facilities to be located next to it, therefore reducing the need for players etc to travel between the respective facilities. Since no buildings are involved, as such, it could also be argued that the proposal would have little visual impact upon the area.

Here's the picture sent out along with the latest letter from Ron Martin. Can just picture it now....2 years time, driving along Sutton Road from Rochford and seeing the majestic Southend Stadium emerge on the horizon
