Sorry to disappoint any budding Tory voters but what is happening over the run up to the election is that variables are being adjusted to make a temporary feel good factor and get some more votes in.
And also Blair and Brown made a huge fecking mess of social cohesion, jobs and Britain's reputation in the world, WHY they did it is something they alone know but my guess would be inflated egos and greed for kudos and power.
None of the main parties are genuine socialists or interested in the furthering of the interests in the average Mr Smith, Jones, McTavish or Khan.

I believe the lower number is the recommended reduction that was supposed to happen this term of government but unsurprisingly hasn't/won't happen because "We are all in it together" doesn't apply to that lot of muppets except in their lying promises.
