This seems to be the new buzzword for politicians replacing "in real terms" so prevalent in the 90s. It was bad enough when Blair started using it but now it seems to be widespread. Not only do I find the term condesending in the extreme but used at the start of every sentence it appears to be used to support a either a blatent fabrication or a view on rocky ground.
