The same way that we've signed foreign players previously?
Most that I can recall have been Europeans - which wouldn't have needed a work permit then, but would now. Others maybe have a right to work here via other means. But getting an Elite Sports Visa to play in L2 id imagine is not straightforward.
 
Goodliffe on a perm and an extension on Golding’s loan could be some great business.

Goodliffe has really come on and become an excellent Kensdale replacement.
Goodliffe looked exposed in space early on v Rochdale. It’s not the first time that’s happened (e.g. Yeovil).

Golding is much more of the Kensdale replacement and might even be an upgrade - although he might not have Kensdale’s durability.

That would make sense
 
I struggle to see how they would get a visa to work in league 2.
It's no good unless we get promoted but the FA introduced an amendment to the work permit system a couple of years ago which allows League clubs to sign 2 "ESC" players. These are players that would ordinarily fail to obtain a work permit but have "significant potential at an elite level and who will make a significant contribution to English football". I assume that's how Oxford were able to sign an Indonesian U21s player:
