why exactly would it be a foul throw? both feet are on the floor, behind the line and the ball is released behind the head.

Wasn't there some chap that used to throw like that years ago for a Division 1 team and even though it appears to be a legal throw.....it was outlawed.

Imagine this....you take a run up throw the ball in front of you with some height so it starts dropping near the touch line then you wallop the ball with both hands as it is dropping behind you similar to a Volleyball strike, that would make the ball go like a bullet. And be perfectly legal??

Football 365 has a thread on that very subject.
The ref could call that as a foul throw if he feels that thrower did not use both hands evenly. It has to be released by both hands equally.
But if both hands strike it that is legal?
I thought the ball has to come from behind your head, so that would indeed be illegal.
but if you could perfect it in such a way as to strike it with both hands from behind your head would it be legal?
Highly unlikely, granted but legal?
Law 15 - The Throw In
A throw-in is a method of restarting play.
A throw-in is awarded to the opponents of the player who last touched
the ball when the whole of the ball crosses the touch line, either on
the ground or in the air.
A goal cannot be scored directly from a throw-in.
Procedure
At the moment of delivering the ball, the thrower:
• faces the field of play
• has part of each foot either on the touch line or on the ground
outside the touch line
• holds the ball with both hands
• delivers the ball from behind and over his head
• delivers the ball from the point where it left the field of play
All opponents must stand no less than 2 m (2 yds) from the point at
which the throw-in is taken.
The ball is in play when it enters the field of play.
After delivering the ball, the thrower must not touch the ball again
until it has touched another player.
