Is the landlord fit? If so then you could always tell him about the window handle and ask if there was any other payment that he would take......

Well theres that idea out the window (literally haha).

Maybe there is a chance that he wont notice? Thing is, the window sounds like a right state anyway what with all the rusty nails etc, its hardly fair for him to bill you for a skanky old handle!
